The trustee provides hereby a notice of issuer request for

Claim against borrower: following revocation of the borrower’s
Banking license by the central bank of russia in october 2010,
The moscow arbitrazh court commenced bankruptcy proceedings in
Relation to the borrower.
On 17/01/11 the issuer (acting at the direction of the trustee)
Filed an application to include claims in respect of the loan
Agreement in the register of creditors of the borrower ( the
’claims’). As at the date of this notice, the borrower remains
Subject to the bankruptcy proceedings.
The payment of debt to the borrower’s creditors of the first and
The second stage has been completed. The claims of the creditors
Of the first and the second stage have been discharged in full.
On 01/08/11, the amount of outstanding indebtedness of the
Borrower in respect of the remaining bankruptcy creditors was rub
79,198,700,000 (approximately eur 1,885,683,333)
Request for funding: the issuer has requested that the trustee
Notifies noteholders of the current status, and requests
Noteholders to contact the issuer as soon as possible so that
Appropriate funding arrangements can be put in place. The issuer
Has informed the trustee that if the issuer does not receive a
Response from noteholders and assurances of such funding
Arrangements within 20 days of the date of this notice, the
Directors of the issuer intend to commence bankruptcy
Proceedings, in accordance with article 440 of the luxembourg
Commercial code (code de commerce).
Failure by the noteholders to respond to this notice in a timely
Manner may jeopardise the issuer’s ability to maintain its
Corporate standing.
